Make sure the spray arm can be rotated by hand. Then check the spray holes in the arm to make sure they are not plugged. (Sometimes calcium or food particles can plug them). If plugged use a straightened paper clip to clean them. If this still doesn't fix the problem try putting a couple of cups of vinegar into the washer and run through a full cycle with no dishes. These suggestions should help and I hope they do.
