Have a hayward hp21001 heat pump set temp for 89 degrees but say water temp is 38 degrees when pool thermostat reads 76

Try replacing the temp sensor. You can test the temp sensor if you have an ohms meter that can read k-ohms. If the sensor is good then the board is probably not reading the sensor properly.

i have found nothing in any of my heater manuals to account for the color of the light. in every instance, the light is either lit or not. the color does not change.
as for the not heating, if the outside temperature is less than 60 degrees, your heat pump will not work well. as heat pumps do not heat water very efficiently, there may not be a noticeable difference in water temp. the best way is to measure the temperature going into the pump (outside ambient temperature) and the temperature of the air exiting the top of the heater.
if the outside temp is 70 and the air out of the heater is 65, there is a 5 degree temperature applied to the pool water. this can be diminished due to transfer of heat to system

My Trane thermostat (TCONT600AF11MAA) is supposed to have 1.5 degrees of heat pump "rest" above the desired setting before turning on the heat pump. The thermometer reading does not change yet...
Friend! All thermostat is calibrated to cut in and cut off at the end of - or + 1 degree end.
Example: If you set 23 degree, it will cut off in 21 degree and cut in @25 degree. So accordingly you set the temp.
Secondly, don't set temp near to your room temp.Minimum difference should be 3 degree. If your room temp 12 degree, set at least 15 degree for heat and if room temp 28, set at least 25 degree for cool.

Allheaters run off of a thermostat just like the heat to your house. It will shut off once heated to the selected temperature. Turn up the temperature, and monitor it for a couple days.

Heater reads spa water 15 degrees higher than it is
Double check to make sure he put the sensor on the inlet side of the heater. Sounds like you are reading temp of water leaving the heater.

Turned the temp for the spa up to 100 but it heated the pool too!?!
If you have automatic valves that switch over to run the spa, make sure that the valves turn completely to where they are supposed to be. Normally it will be about 180 degrees from where they are when in pool mode. If you have to change the valves over manually, make sure they're in the proper position. The only time this can happen is if the valves are not in the right position allowing the heated water to return to the pool. The thermostat on the heater will heat the water to the prescribed temperature no matter how you have the valves set. So if you place it on spa mode, it will heat whichever body of water that is flowing through it to that temp. If you have an automation system, double check the valves. That is probably where your problem lies.

i bet you have a automatic control ? if yes the sensor is bad if not some one set the heater not to go over 96
