Tension of lower thread In most special sewing cases it is sufficient to adjust only the upper thread tension. Rarely do you need to adjust the lower thread tension. If it is necessary to adjust the tension of the lower thread, take out the small screwdriver from the accessory box. Fit it in the larger screw on the thread tension spring and turn it not more than 1/10th of a turn to the left if the thread tension is too tight, to the right if it is too loose.

tighten the screw of the spring that the thread goes under
however as that adjustment is very precise and requires very small movement to make a big difference , the problems that you have will be from the needle thread tension not being tight enough

FWIW, I was unable to find any information for turning off the thread portioning function. Unfortunately, this appears to be the thread tensioning system, so disabling the thread portioning would be disabling the thread tensioning--something that is critical to sewing. It appears this model may have some issues and perhaps this one is particular to your machine. It may be best to take it for service.

Your dealer should keep a record of what was done to your machine. Actually, they should give you a record of what was done to your machine.
Calmly let them know that it used to do this and now it won't. Maybe they can take care of the problem for you.
If they are not willing to help, take all of the repair documentation that you have on what was done and contact another Husqvarna Viking dealer to see if they can help.

Tension should be adjusted automatically by the machine when embroidery unit is engaged. However, if there is loose threads or fluff in the upper tension unit this could cause the tension discs not to properly close. Using a small brissel brush and remove any loose threads/fluff by brushing between the discs in the upper tension unit with the presser foot in the up position. Also try these tips:

Check that it is threaded correctly (both top and bottom) making sure that the upper thread is in the takeup lever. Watch the needle as you slowly turn the handwheel counter clockwise (toward you) and the needle point touches the fabric (make sure presser foot is down). Is the thread still relatively taunt? If it is loose, the upper thread tension unit does not have enough tension. Check the areas where the thread goes and make sure you remove any loose threads or fluff which could be inhibiting the tension discs from closing over the thread. If the tension unit still is not tightening enough, the tension unit may need to be replaced or the circuit board replaced. If everything is ok in the upper thread area, now look at the bobbin area. With no fabric, watch as the needle enters the bobbin area. Does it go down and the upper thread catch the bobbin thread and pulls it to the surface? Check for anything preventing the bobbin thread from being pulled up to the surface through the needle plate. If you have still not been able to resolve the problem suggest you take it to an authorized husqvarna viking dealer for service. In most cases, this is caused by loose threads and fluff being in the upper tension unit rather than a problem with the bobbin. There is a screw on the bobbin case that losens and tightens the resistence. However, it can easily come out and then you have a mess.

Try this to check the bobbin thread tension -
Take the bobbin case holder out of the machine. Use a bobbin that is about half full and use standard 50 wt sewing thread.
Take your needle plate (the metal plate over the feed dogs that has markings showing stitch width under the presser foot).
Thread the bobbin thread in the bobbin case, holding the case so that the thread is through the tension spring as though it is in the machine, tied the end of the tread to the needle plate and have it hang below the the bobbin case.
If the needle plate immediately drops to the floor, unwinding the bobbin, the bobbin tension is too loose. If you jiggle the bobbin case slightly up and down and the needle plate moves slightly down, it is just right. If it does not move at all it is too tight. The resistence should be 14g which is the weight of the needle plate.

The upper tension unit, look straight down from the tension unit and you should see some metal disks which the upper thread rides through when threaded. Take your small cleaning brush and brush out any loose threads/fluff there. Look down the left side of the tension unit to make sure there is none hiding.

When you tighten the upper tension unit by pushing the tension buttons on the screen, do you hear the tension disks tightening? If not, it may be the pc board or the tension unit itself that will have to be replaced.

Could be needle/hook timing. With machine off do the following to check timing -

remove bobbin and bobbin case.
push needle all the way to the left.
Turn handwheel toward you watching the needle and bobbin housing hook. The point of the hook should line up right above the eye of the needle.

If not timing, clean bobbin area and thread cutter area, removing lint and thread.
Check bobbin tension, should get slight resistance when pulling thread.
Make sure using only Husqvarna Viking bobbins -- most are green but they have new colors now. All will have the Husqvarna logo on them (an H). Make sure the bobbin is unwinding counter clockwise when going through the bobbin case.
Remove fabric. Pull extra long bobbin thread (about 3 inches). Hold upper thread tail in left hand, turn handwheel toward you for 1 revolution. Is the bobbin thread caught by the top thread and pulled through the opening of the needle plate?

If you are still unable to sew without thread balling up, take to an authorized Husqvarna Viking dealer for service or have them send to Husqvarna Viking (SVP) Technical Service Dept for repair. Viking bobbin case tension adjustment:
When the bobbin runs out, sometimes it bends the bobbin case tension spring. Then tension is too light. Take the bobbin case out of the machine. Tie the loose bobbin thread to the Designer 1 needle plate. Insert the bobbin in the bobbin case. Here’s the tricky part set the bobbin case on the table as if it’s in the machine (Bobbin is visible and sitting horizontal to table top) threaded as if sewing and loose end tied to needle plate (that is removed from the machine). Lift the bobbin case off the table rotate it so that the flat side of the bobbin are vertical to the table and no longer horizontal. Have the bobbin case oriented so that the thread coming out of the bobbin case sprint (slot area where it is put for sewing) is at the top. Lift it high enough that the needle plate is lifted from the table. It should not release thread unless you shake it gently and then a very small amount of thread. The needle plate is the exact weight resistance your bobbin case should have on the thread.

Designer 1 bobbin case tension adjustment:
