Are you sure the rotor on the motor is rotating freely and getting up to full speed? Did you try running the motor without attaching the housing that actually pumps the water?
Look on the pump itself for wiring instructions. Usually if a pump can be wired to multiple voltages there is a diagram either on the side of the pump or under the wiring cover. I tried to locate a manual online with no success. If it can be wired 110 volts, you will get the same performance but your amperage will be double the 220 volt amperage.

It is critical that you replace the cam belt at 90,000 miles on the 4 cylinder and V6. Both engines are interference engines and as such if the belt breaks serious engine damage will occur. The water pump is also driven by the cam belt so to save labor costs later on have the water pump replaced at the same time you replace the cam belt. Have the cooling system flushed, thermostat replaced, and a fresh supply of a 50/50 mix of antifreeze and distilled water installed. You will be good to go for another 90,000 miles.
I can't get mine to run as web cam either, but run it from mains power with an adapter I got.
Its a small transformer with variable voltage and I set it to 3volts or whatever and then plug in the appropriate connection out of the range of connectors that came with the transformer (its thin and long). Even then the connection is not very good and I need to make sure the camera stays still or it looses power.
