How do I get inside the fuel tank of my poulan 1950 to replace the line in it?

To replace line you use tag wire or similar item to pull the fuel line through the tank fittings.
First you install tag wire through the tank fuel line open and out the fill hole. Then attach this tag wire to the fuel line and pull the line back through the fuel line opening. You do this for both the pickup and the return lines. Mark your return line about an inch from the end so you can install it at the proper placement. As pull this return line through the fuel line opening stop when you reach the mark. Now with both lines installed cut them to desired lengths to connect to the carburetor and the primer.
Here is a picture of how connect the tag wire to the fuel line.

If all parts are installed properly, then the problem has to be in the cylinder / compression. Have the saw checked for compression and have a pressure / vacuum test done to the saw.

Fuel pick up will be your problem. Buy new fuel filter and fuel line from in tank to carby. Most likely a split in the fuel line in-tank

This is a fuel starvation issue, first thing to do is replace the fuel filter in the fuel tank, hook the hose out through the filler hole with a length of bent wire, once out pull the filter off and replace.

My Brand new Stihl ts420 cut saw wont run full throtle, smokes white, and leaks fuel out of exhaust filter. it runs like the choke is half on.

This sounds like the carb is flooding, there is a rubber tipped needle under the metering side of the carb, this may be leaking, before replacing the needle make sure the air filter is not blocked, replace with a new filter and try again

The hose in the tank with the filter on the free end connects directly to the carburetor input connection.
If the saw is equipped with a primer bulb, an output line from the carburetor connects to the suction side of the primer (once the bulb is collapsed it draws fuel from the tank through the carburetor to refill as it inflates).
The pressure side of the primer returns displaced fuel to the tank as it is depressed.

Take lots of notes and a few digital photographs to help with reassembly.
