that is because you are overloading it. the 400 watt is only a medium power. I have a 800 watt stand and i do load it and it takes it.
do you have it on an extension cord?
are you using the wrong attachment?

What'd ya do to that poor little workhorse? You need a Hobart service guy. The power is not getting from the switch to the motor. Could be a disconnected wire (on the simple side), could be the start capacitor. Did you turn the timer on? If you don't the mixer won't run! That is a 220V, don't stick your hands in there when it is plugged in.
What kind of manual do you need. The service manuals are only given to Hobart technicians while they are attending training classes for that paticular piece of equip. I have a parts manual w/ exploded views if needed. A operators manual/guide can be downloaded from Hobarts website. You will need Model, Serial & ML # or spec #.
