I am a librarian by profession in the USA. Here's a tip for you, in South Africa . . . if you have a local library supported by public / government funds, go there and ask your questions of a librarian. He / she will no doubt prove helpful and direct you appropriately.

When did you first apply? You shouldn't need to appeal unless you've been denied.
