Try new batteries. If it still happens, clean the battery contacts with sandpaper and try again. This occurs when there is no enough power to transmit from your power source, which are batteries! Let us know!

Double check against all the instructions - in particular, make sure the batteries are charged according to "before first use" spec, that the volume is turned up, and that the squelch (if fitted and not automatic) is adjusted properly. If it still doesn't work, take it back to Wal-Mart. If the product doesn't work, there's no need for the packaging to be in good condition - it's not as if they'll be needing it to resell the goods to anybody else. A.

The Cobra Li-7700 may have been a special production for a big box store (walmart). Usually these are same radio in the series Li-7000, Li-7200,Li-7020.
Cobra has just released it's new models for 2009. The CXR Series with Lithium-ion Batteries.
They include the CXR920, 900, 800, 700, 400 and CXR90 two way radios.

Sounds like the radio was subjected to electrostatic discharge. If you have your manual, and it describes a way to do a "master reset" on the radio, follow the instructions. This usually involves pushing down on one key while turning the radio on. Otherwise you have to find a licensed dealer for factory service, as there is no way to repair the radio yourself. The use of surface mount technology still confuses many Techs unless they have been to a company's two or three week seminars.

first confirm the battery is in properly. then your charger should have an output equal to your battery power, e.g. if the battery is 3.6 v make sure your charger is at least putting out that. make sure the contacts on your charger are making contact on your radio.
