are you changing channels on the remote or on the tv?
take the batteries out of the remote and try and change the channels on the tv. if you can change channels fine on the tv then the remote buttons are stuck. usually in the battery area on the remote is a small screw take that screw out and disassemble your remote and use a q tip and rubbing alcohol to clean out your remote
you may be trying to change the channel with the TV remote. The TV probably needs to remain on channel 3, then switch to the Cable remote (make sure its in Cable mode) to change channels.
If the channel down works on the Tv, the problem is a worn or fluid damaged channel down button on your remote control. Also check the batteries life in the remote control and change if drained.

to change a channel hold both channel buttons at once, your tv will give you menu and later go in programming channel

hold one channel button, sweep through all channels at the end you will enter AV
A POSSIBLE solution. I have the same stet...got it used, but it's in good condition.
It was stuck on a channel. I went iinto the menu and fiddled with the channel programs and "deleted" the channel and now I can freely change channels.
By the way, I could use a manual for this ...got one?
