Is the protecting cover open or closed? If it's stuck in the closed position it causes the error. Try to move and open the disc by hand.
If the cover can be moved freely (it's loose) it is unhooked from the mechanisme it moves the cover open and closed. In that case you can, if you wish to do it yourselves, remove the front of the camera by removing the retaining screws (4 if I remember correctly) and hook it in to the mechanisme again. As long as the cover is unhooked from the mechanisme you'll get the error, just as when it's stuck in closed position. Look here for info:

If it's not the cover, probably the zoomlens mechanisme (the lower lens) is stuck internally.

SOURCE: I have a Toshiba PDR2300. I get card error and can't take pictures. How do I fix this?
Discover what the error is with the card and correct it. The card could be corrupted, an incorrect storage capacity, write-protect could be set, or it could be full.
