For an upright industrial, I would suggest a Windsor or Tennant brand. New ones are cheaper on the Windsor site- both the windsor upright and Tennant upright are made by Windsor (Just like Ford and Lincoln cars are really the same thing- even the part numbers match) Tennant sometimes sells used vacuums. The windsor is the hardest working upright I've seen, and is the easiest to work on/change brushes on. I retired from fixing cleaning equipment after 30 years. Just be sure to get the Tennant with the side hose- it'll last forever.

Most of the main manufacturers of vacuum cleaners also produce a range of heavy duty or trade versions of their popular cleaners and some of these also produce industrially rated and special purpose cleaners.
A few manufacturers only produce heavy duty types.

Numatic is a very popular supplier of these types and have gained a good reputation over several decades. I have used a heavy duty version of their popular "Henry" cleaner that is still going strong after 30 - odd years.
Numatic produce, in addition to the usual types, a range of hazardous dust vacuums.

Clearly the best choice of cleaner will be one that either does not break down or is one that can be repaired quickly and easily by a local company.
I suggest you approach local companies to discover what they use and their satisfaction with the brand - large hotels for instance.

Bissell heavy duty 9x cyclonic vacuum cleaner has loud noise when brush roller is turned on

Inspect the area around the brush roll. There may be something stuck somewhere in there. Remove the brush roll to see if the brush roll end caps will spin freely. If there is hair or debris restricting the brush roll may be causing noise.

How do i get the wheel off my bissell heavy duty?

the wheel would be properly spaced during manufacture so the problem will be more than a washer
the wheel will probably be held on by a spring toothed washer that has to be pried off first ( difficult but can be done )
the wheel could be worn out or broken in the webs on the inside

Kenmore Vacuum cleaner #175.3866180 bags and belt

I logged into the Kenmore website, entered the vacuum model no. and found that the bag has been superceeded by 20-50004, which appears to be available only from Kenmore. The belt required is #5270.
