There are a number of codes for your remote that correspond to Phillips TV models. They are:
002 009 109 202 209 210 310 402 408 508 510 807 901 914 917
For your reference, here's a web address where all the codes for your remote are listed (along with programming instructions):

Remotes.com isn't cheap but has the best coverage I've seen and has a list of Apex remotes to choose from.
Since you didn't include your Apex model number, you'll have to look at them and choose.
BTW, there is no such thing as a 'universal' remote anywhere and never will be. At best, they are multi-brand.

this should work:
HOLD THE CODE SEARCH BUTTON DOWN UNTIL THE RED LIGHT STAYS LIT.
PRESS THE DEVICE BUTTON (ie TV)
CHANNEL UP BUTTON UNTIL THE CHANNEL CHANGES. (300 SHOULD BE MAXIMUM)
PRESS THE MUTE BUTTON TO SET THE CODE
