If PTO continues to operate then it's warning that PTO speed exceeded 620 rpm.
If PTO shuts off, then its an operator not in seat detected.
Clutch may also be seat related.
See your owners manual for a comprehensive guide to PTO operation, warnings, etc. Manuals are available, free download in pdf format. See following link.

You might try diag mode and see if any stored codes. See manual.
You are going to need to Google John Deere 420 wiring diagram. There is a 30 amp fuse in the PTO power circuit. This provides the power to the Time Delay Control Module which has the solenoid in it. Any chance you can here the slonoid click? There, is a safety interlock switch on the seat. And everything goes to a common ground lug that may be corroded or loose. If the PTO light comes on but dim, then start with the ground. Quite a lot in this circuit.
You likely need the speed sensor replaced in the rear of the tractor, either above or below the pto shaft. There is also a pto relay module beside the fuse panel that may need to be replace(only on the early 6000 series tractors, later it was replaced by the bcu).If you can get the codes from the bcu and relay the info to me i can likely tell you for sure what you need to do if none of the above works.
