Why can i not be able to control the colour on my alba vl19 h 19 inch t.v?

check the color system u choose. u may choose a wrong system. To avoid that choose auto color position.

It is almost for sure a bad connection at you wires. To show in black and white means your red and green are reversed or bad. I am guessing you have this hooked up with component.
