The only way to tell that the new battery is good is to test it with a volt meter. There is no way to tell how long a battery sat in a warehouse before it was moved to a store and sold.

"E-7" in the display means an electronic error occurred or, in rare cases, a used test strip was removed and reinserted. Accu Check Active showing Trouble E-1

The electronic error code refers to either
  1. your glucose level may be extremely high or a meter or a test strip error has occurred.due to insufficient blood sample on the test strip.
  2. A used test strip was removed and reinserted.
  3. The test strip may be damaged or not properly inserted
Try turning the meter off and on or take the battery out for a few seconds and try testing glucose levels again. In any event, check your meter's manual; if unavailable- you can download an electronic version of the manual from the manufacturer's web site; or some meters you can browse the info from your meter's screen menu.
Other options, replace the battery with a new one or perhaps your meter has met its end-of-life usage.

What are the error codes for Accu-Check Glucometers

E5 codekey expired which means that the test strips or out of date and no longer any good. You get a new codekey with a new can of test strips. A pain, I know.
E1 Re Insert test strip
E2 Incorrect code key
E3 Extremely high reading
E4 Not enough blood on test strip
E6 Control Solution too soon?
E7 Electronic error
E8 Temperature too high
E9 Change Battery.
