You possibly have several problems. The plunger is broken to the dispenser. You will have to disassemble the door to check the dispenser. Your water not draining is why the dishes aren't getting clean. Check to see if your drain hose is clogged. It may drain at a disposal or through a siphon gap which is mounted to the rear of your sink. Sometimes the siphon gap gets clogged and will cause drainage problems. It sometimes is located at the right or left rear of the sink and has a cap that sits about 3 to 5 inches high. Take the cap off and make sure there is no clog.

Make sure the spray arm is actually rotating and the jets aren't clogged. You should be able to hear the arm rotating when the dishwasher is operating.
Otherwise, perhaps the pump is plugged or not working and the water isn't "jetting"

That screen is held in place by two screws. Remove the screws, pull out the screen, clean it and put it back. You should perform this cleaning periodically to keep your dishwasher running perfectly.

I had the same problem with my GE Max model gsd6260k. I could hear it trying to drain and some small amounts of water going into the sink drain pipes but it never emptied it all there was aprox 1/2 inch of water that's 1.25 cm aprox for the metric lovers... lol
What i did was...Clean out all debris that was there.
There is a small basket (aka screen) just behind the bottom arms just a tad to the right i lifed it up enough to get a turkey baster into the opening (drain?). I coudn't seem to find the screws without taking all the bottom apart to get the basket out, as the water line going up the back to the center arms is there. Then i used the baster to remove water and i kept squeezing the air forcefully from the baster into the hole. This help, i don't know if it was a clog or what but i let the tub start to fill with water and then hit the start button again which makes it drain out. It was definately draining faster. when it finished there was no more water in the bottom of dishwasher.
