I have a 46 inch Toshiba regza. The audio works well but the picture blinks out after seconds of turning on the tv. When I turn it on and off again the picture appears again and then blinks out.

Most likely the power supply board needs to be replaced. It could also be the T-con board or less likely the display itself.
If you don't know what you're doing, DON'T OPEN THE TV UP TO FIX IT, THERE ARE HAZARDOUS VOLTAGES ON THE POWER SUPPLY BOARD, EVEN WEEKS AFTER THE TV IS UNPLUGGED!
If you don't know how to do it yourself, find some local Electronic repair shops, get quotes, try to find reviews on the shops.
You have the TV connected to the cable box with an HDMI cable, I'll bet. The problem is with the cable box. If you unplug the cable box and plug it back it it will reboot and proabably work. You should connect the cable box to the TV using component cables and you won't have this problem again.
