Do you have 'Administrator' access on the tablet? This is where you can get into the main Settings area of the tablet. If it is a prison style tablet the sign in details for the inmate would have been severly restricted with no access to the settings.
If you can access the settings go to 'Privacy'. There should be an option for a 'Factory Data' Reset. You should be able to do a full reset through that option.
