Question about Electrolux Microwave Ovens
You really need to be sure it's not running by itself - even intermittently - because that can cause arcing damage, or even a fire.
If you're not sure, leave the door open or the oven unplugged until you're sure it's not or it's fixed.
You can keep a cup of water in it and check it hourly over the course of a day to see if it coming on and actually heating.
It really shouldn't make any noise when idle except a gentle 60Hz hum.

SOURCE: GE over the range microwave making grinding noise
This sounds like the stirrer. If it sticks or stops, the microwaves can damage or destroy it. You may have a bad stirrer or magnetron. There is an important bulletin that covers these problems. the buzzing is the magnatron tube juicing too thousands of volts before emmitting the micro-wave radiation to what your cooking that turns molecules 180 degrees around... guess that friction is what really heats it.
radar ovens is what they use to call em and even people would stand in front of big ones to warm up long ago...lol canibles will love that.

By "powered off" can I assume you mean that it is plugged in and at idle, not cooking, just showing the clock?
If so, I'd say your control board is failing.

Chances are you have a bad stirrer motor or the stirrer blade is jamming or loose on the motor shaft.
Your owner's manual should tell you how to remove the stirrer cover to check it.
