Sometimes it is a seized shaft, does the blade turn by hand?
It could be the motor has failed, or the start capacitor on the motor.
It could be the electronics.
There's a safety lock built into the handle of the jug. If the jug cover doesn't key into the lock properly, the motor base won't start.

I'm afraid I can't answer this, but am posting to say I've just discovered exactly the same problem with my newly-purchased blender - same model - and have contacted Russell Hobbs service department to find out if I'm doing anything wrong (i'm sure I'm not!). I'll post any response here.
Yes, pry the display cover off and you will find 2 screws. You will find a switch and circuit board. From the circuit board to the switch you will finf a fuse. This is probaby the problem.
