You will have to disassemble the fill valve and clean it. When you shut the water off and on to work on the sink it dislodged dirt and scale in the water piping which clogged the toilet fill valve. Check your lavatory sink areators too they may also be partially plugged. Hope this helps.

Perhaps it is taking a long time to fill the cistern, take top off and see if it's filling after flushing, if it's slow and pressure is ok it is likely to need a new diaphragm in the filling valve.
Empty tank and remove the unit where the water comes in. Now look inside the bottom of the unit. Is there a rubber piece in there? Get a pair of pliars and pull it out.It's restricting the re-fill flow. I had the same problem and did this to two of my toilets and now they re-fill in just seconds. Don't know why they even put those in there.
Not being a plumber by trade I don't want to bad mouth what your plumber had to say but there may be other things to consider.
If the toilet does not flush directly into the main drain there is the possibilty that the coupling between the main drain and the toilet drain is under-sized which could cause reduced water flow and your toilet not flushing completely.

Go buy a FluidMaster flush vale (Home Depot for about $20.00) follow directions in the box and you should have it fixed in about 30 minutes or less
Save you a bunch on labor by the plumber.
