On a commercial domestic IFR flight from VEGT (Guwahati, IN) to VECC (Kolkata, IN), will the aircraft enter a foreign FIR airspace to intercept a VOR or NDB to take the shortest route?
Technically is you are flying domestic you are not flying over foreign airspace. If flying IFR you must file one. Needless to say when filing a flight plan you must decalre if you are domestic of international flight.

Fly as scheduled by the authority... and agreement by airlines..Any international flight needs emergency landing can land any airport any airport by informing early to traffic control by pilots....
