There is no such thing as a best match, because everybody has a different set of planets in different signs and in different houses in their birth chart. While Cancer might be a match for some people with Scorpio. In most people's chart there will be an indication that could be completely wrong for the person. If you know your time of birth you can get the ascendant. But the sign opposite to it is the sign of your 7th house and your relationships. Always a good indication of the ideal person for you is that sign, though some astrologers will say that sign is how you act in a relationship. However if you have a planet in the seventh house that often tells you about a partner.
Anyone who tells you that sun sign A is a match with Sun sign F. Is just generalising. It's about as good as picking the sun signs from a hat.

No planet actually goes backwards. But viewed from the earth in the horoscope it does appear to do so.
When Mercury is going backwards astrological speaking, things, associated with communication running smoothly don't happen. So your train will be delayed, due to say a strike.
