If the hunger games was about Rome then why was the people in the capitol dressing like royalty people?

I'm writing a book like the hunger games but the people are strong and imperial there soldiers done if them go to three nations and kill people and get paid for it. Lavarus a strong prince leaves his country at right years old and trys to take down the capitol in these books. He hides his face on TV with a mask.
