Sounds like there is a problem with the amp. Try switching the inputs around for that output on the amp. If that does not help, Yes I would have to say that there is a problem with the amp output circuit.

May not be a solution, but I would try plugging in a headset into the jack several times in and out. There may be a stuck mechanical part in the jack which informs the main board that there is something plugged in. While the head set is plugged in check if there is sound in the headset. Techdaddy2Go

internal switch so that the internal speaker is hooked up when the
headphones are not in. Most TVs are now stereo (even though
analog broadcast signals are mono) so may want to get a stereo jack and
tie in from both speakers.
This sounds like a signal problem. Make sure that all of your signal cables are plugged in fully. If all are, you need to check for coninuity between the shield ground of the head unit's RCA jacks and the case of the head unit. With no RCAs plugged into the head unit, you should read ~0 ohms between the shield of the RCA jacks and the case of the head unit.
