Machine is screaming for descaling. The Calcium deposits in the system are slowing down heating.
Do not think of using Vinegar.
Do not use R.O water or consider water is very soft in your area. There is nothing like that.

What does the coffee produced taste like, is it bitter and watery, is there any creama on the espresso shot. Try adjusting the grind and the coffee level, maybe a little coarser.

I would repair it, it sounds like the grinder needs to be adjusted (burrs may be dull), and the leak on the bottom may be coming from the small drain hole on the back of the brew chamber. If you remo;ve the chamber you will see the white water valve that the chamber connect to, if you look below the white valve the small chamber in there will be filled with water, below that there is a small discharge use a stit stick or paper clip to clear hole.

Try this, open steam wand, if it calls for ventilate pusi in steam knob, if that works then the tap rod on the steam valve needs to be replaced. To me it sounds like the machine is building up pressure and the discharge is not releasing through the water circuit.

I think you put the tubes on backwards to the flow meter. The inlet side of the flow meter is by the pump and the exit to the pump is by the water tank. They cross.
