That usually indicates battery is beginning to go bad. Eventually it will not hold a charge and will need to be replaced.

sounds like your charging circuit isn't working or the adapter isn't putting out enough power or amprage to fully charge the battery, or you battery went bad. if the charging circuit is bad then so is *********** board, time to burry the system and buy a new one
SOURCE: compaq presario v4000 laptop won't power up
I had a Hp or compaq tablet *with swivel screen. I have a hard time myself trying to get it to beam up. what a pesky switch. But I do know what happened to it before it started acting bad.... the spot where I plug in the power cord got extremely loose.. and i had to hold it just so with one leg of mine in the air one under me.. :D joke but you get the point. Just to try to get it to charge up. I didnt know if it was just the plug... I found out later with the help of a charging dock. That it was in fact the chargeing hole... After about 5 hrs playing with the cord in the charge dock to get it just right. It charged up for a measly hr or so. But since then when I use the charge dock the laptop will boot up...

Seems to be a problem of not enough power.
First check the voltage output of the charger(adapter) and match it with its specs.
Also try to reset the hardware using the following steps:
1 Disconnect battery and the charger
2 Let it sit for 1-2 minutes.
3 Press and hold down the power button for 30 seconds.
4 Reconnect battery and charger and try to start by pressing the power button.

Try this link, refers to the n600c more than the 610, but that is the exact same battery so it is the right info:

I have exactly the same problem with my Patterson eventer 4. I have tried a new power indicater with the same result.Apparantly this happens when you change batteries. I have both indicators tested and they are fine. I was advised to try changing batteries again but mine are both new, are of the same type and charge well, yet a tested new recorder still flashes red after6 /8 holes.
