So the fan motor's 21VAC winding is working. That's good.
But either the fan blade is loose on the shaft (a super glue fix) or the fan motor itself had failed.

The fan motor is shown on the diagram there as reference # 78, part # AP3192806, located behind the control panel and adjacent to the magnetron.
I'm not sure you have to pull the oven from the wall to replace it, but if you do, the oven installation (& removal) instructions are included on the tech sheet inside the unit.
There
should be a "mini-manual" (tech sheet) hidden inside the unit
behind the
control panel, and it is very helpful when troubleshooting, testing, and locating
components.

The internal cooling fan did not come on when I microwaved. Do you have to unmount the unit from the wall to replace it? And when I went to the GE web site they did not list any part by that name(internal cooling fan).

It may be a bad fan motor or maybe a problem on the control board such as a failure in the "main" relay on a component driving it. The fans in these models are unique in that they contain a built-in 21VAC transformer (a third wire) that provides power to the stirrer motor (above the stirrer cover) and the turntable motor. Does the turntable turn when you try to microwave? (Sorry for the back and forth, but it's necessary for diagnosis) There

In most over the range model, there are two fans. 1. The hood vent exhaust fan which you can turn
on and off manually.
2. The internal cooling fan which should come on automatically whenever you
microwave.
