After charging, turn on headset by pushing the power button until the charging led turns red and flashes. continue to hold the button until the light flashes red and green. Go to your phone or device bluetooth settings page and search for devices, it should show up as TPRO HP500BT. Select device and select to Pair with this device. The light should start flashing red really fast, then it should be paired!
Get an adapter to convert whatever stereo plug you have to whatever stereo jack you want it to mate with. I imagine the wireless headphone documentation discusses that.
It no doubt can be repaired, but chances are it's going to be pricey. The power input circuit will be blown for sure, and probably most everything ahead of it, since voltage came in on the ground side also (a 220V line is just 2 120 lines, and it's usually more like 228-240). You would be better off trying to get one off ebay, or on sale, than to repair this one. Sorry to relay the bad news. Of course, the headphones will still be good, that's the good news.
Didyou try taking the battery out of the headphone and replacing it? This may act as a reset and allow charging. I'm assuming that these headphones are not brand new, and that you are lining up the arrow on the one side with the arrow on the charging base. This is the only way the inductive charging can occur.
