SOURCE: My TV says
I just looked at a TV last night for this. I don't know what you've tried yet, but I was getting that message until I went into the menu and selected the automatic channel scan. I forget what it was actually called, but you'll find it. After that, 19 digital stations came in beautifully with a cheap set of rabbit ears. (The scan will also find analog channels, which you can delete later on.) Good Luck.

I suspect you may not have a big enough antenna to get the stations, it is not placed (or rotated correctly) or you have a signal loss issue (splitting the signal to multiple TVs). If you go to antennaweb.org, you can plug in your address and get the channels you are able to get most readily and the type of antenna you need. http://www.tvfool.com is a similar site but gives more information on the signal strength and recommendations.
In general outdoor antennas, when rotated correctly, will give you the best signal and most channel selection. If you have multiple TVs attached to one antenna, get an amplifier/splitter to improve the signal.
Most converters will not change stations if they found only one channel.
I hope this helps.

(My household has an outdoor antenna, a rotor, and a signal splitter and amplifier to get stations that antennaweb.org says that are not available to us. When I set up TVs for a neighbor, using their indoor antennas, I got one channel (each with sub-channels) on each TV. However due to direction issues, each TV got different channels. One got the stations to the south; the other got the channels to the southeast. The transmitters are less than 10 degrees apart and less than 50 miles away.)
