this is a problem that all cordless power tools that have an internal battery in them face eventually , the battery goes bad and without tearing it apart you cant replace them
make sure its the battery went bad , verify that charger is working and charge lite is on
Mostly likely it needs a new power pack, but you could try cleaning off the contacts first. Use a pencil eraser and clean the metal power contact on the charging unit and the vacuum. Then charge it over night. If that doesn't help, charge the power pack.

Hello! Below are step by step instructions to replacing the belt on your hand vac. I have also included a link to the instruction manual which has pictures as well as instructions. Really hope this helps!
1. Lift the black plug on the face of the cleaner. NOTE: BLACK PLUG MUST BE ON WHEN ATTACHMENTS ARE NOT IN USE. 2. Use belt lifter.
3. Center and raise the Hand Vac with your left hand as shown. Using your right hand, dip the belt lifter in and hook the belt around the lip of the belt lifter. Slip the belt onto the motor shaft until the belt lifter base meets the shaft.
4. To insure proper belt placement, gently turn belt lifter counterclockwise and remove. Make sure belt is pushed back on shaft. NOTE: THE BELT WILL COME OFF IF NOT PROPERLY INSTALLED.
6. To remove the belt, hold belt lifter. Hook the belt on the left side of the motor shaft, turn clockwise and pull the belt towards you to release.
Need to buy new sub-c 1.2 V Ni-Cd battery and solder them in. I did it and it was moderately difficult - especially since the unit was not designed for this repair - you will most likely crack the housing try to dis-assemble. I have lots of experience in electrical repair, and I would not recommend the effort unless you like this kind of stuff.
