The main power supply regulator section circuit fault. Either it will be a separate board, or the part of main board. Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. Pull up older posts. http://electronicshelponline.blogspot.com/ It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

Most whining sets have a problem in the power supply. A transistor under abnormal load or frequency can whine. I would turn it off, and if you are not inclined to fix such stuff, haul it to a shop. If inclined, search for a service manual, or remove the back and find the board with the power cord socket, get the numbers and search ebay and the web for a replacement board. You can also search for hints using the model number.
The whine is not good, and will eat the transistor if left in that condition. Most bad capacitors will bulge at the top when failed and you can replace with low ESR capacitors 105C rated of the same volts/farads/dimension and maybe fix the supply yourself.
If the backlight is not turning on, you should be able to see the lcd image by shining a bright flashlight at the screen.
Backlight inverters are loud, so you can hear them operating (high pitched whine) and if the backlight is coming on, you can see white light leaking around the edge of the screen, and even a little inside the cabinet.
Philips are legendary for having power supplies that fail due to bad capacitors, so that could be the culprit as well.
The PSU "power supply unit is taken on a lot of noise from the outlet. Can you tell us if you have it streight plugged into to a 120V AC outlet or is it plugged into a strip? The Solution for both is NEW strip i recommend APC or plug it into a strip and check the outlet and make sure its properly grounded this should shore up this problem or the unit itself is going out.
