If your water heater is old or has been recently replaced, it will slough off debris that will get caught in the hot water supply side of the faucet. You have to disassimble the faucet and use a dental pic to remove the debris from it. This is a real common occurance. You can also try to flush out that side by removing the parts and then slowly turning on the water without the parts inside. Be careful not to flood your bathroom when you do this. But usually you have to dig it out. I have spent as high as 3 hours digging the liner from the dip tube of a water heater out of a faucet.

This has happened to me in the past and had exactly the same symptoms but with a different valve. Before trying the below, it may make sense to be 100% sure that hot water is definitely getting to the valve .. can you get access to touch the hot feed pipe to make sure that it is in fact the valve at fault.
The following could be the issue:
1. The shower valve has a bit of dirt or gunk in it and is unable to allow the hot water through. It can happen with a very small amnount of dirt and is a real pain as it requires disassemble of the entire valve assembly.
2. The valve has failed and needs to be replaced - This was the solution to mine and was also significant in terms of effort.

It may also be the adjustment controlling how far the handle can turn. Shut off the water, take off the handle, and see if there is a set screw that stops the handle rotation. You can pull out the innards, take out the screw, rotate the stop to hotter or colder, and reinstall everything.

Here is a quick check to see if the cartridge may be at fault allowing the cold and hot to mix. Turn off the hot water supply, with hot water supply off turn faucet on. Turn to the hot and cold sides, If you have only cold water then your faucet cartridge is at fault or the cartridge housing is worn. Shut all supply valves and remove cartridge and inspect housing for signs of wear. If wear is visible a new shower valve is needes. If none visible replace cartridge. Just checked it and it is. Wondering I didnt snug the nut tight like I did with the hot could that be an issue or a bad stem even though its new?
