It sounds as though the minute hand is loose, and being driven around by the seconds hand. It is fairly easy to rectify this yourself, IF you have the expertise and correct tools for the job. Otherwise, I would suggest you took it to a reputable watch repairer - but be sure you're happy about the price before proceeding. It may be that the cost of repair outweighs the value of the watch.

The hands of an analog watch are often only press-fitted on the shafts (hour and minutes are tubular, seconds solid shaft) and the second hand has probably only slipped so it is no longer being driven. I suspect a watch-maker could reattach it for a small charge.

Minute hand and second hand

There is a tool available in the market to remove second hands.

If you have a watch screwdriver you can easily remove both the hands. Just keep the screwdriver in between minute hand and second hand and gently twist the screwdriver. But be careful, it may damage the dial.

Solution #3 (Posted by Guest on 5 Mar 08) is spot on. Quick and easy method to reset the chrono hands (it was not in my Seiko manual).
Interestingly, this can also be used to set the chrono ahead (or behind--with a little math) for offset timing measurements.
