I would flow test the pump to be sure that there are no seals that are bad or also if any of the valves in the pump are bad. If any of the valves are bad you can test the spring pressure of that valve to make sure it is within the correct specifications in accordance with the technical manual for your specific pump.

Standard flow machine should have 18 gpm 3000psi @ 2750 rpm. You can check auxiliary flow on the from couplers. Check to make sure your drive belt is tight and in good condition this can also cause poor hydraulic performance.
