You should check the new cable wiring connections. There is a resistor in that microphone that connects to the channel button circuit, it is (electrically) between switch 5 (up) and pin 3. If this not present then it may be causing your issue, IT is also possible that the diode for that circuit (located on the main board) got damaged when the cord was cut. diagram: http://www.cbtricks.com/radios/realistic/trc_476/476_print.htm
its a 5 pin which all radshack radios are and they are all,99% anyway, wired the same . So take an old radshak mic apart at the plug and see how it is wired then experiment from there.
you like others have no clue that without letting us know what kind of radio you are going to hook it to we have no idea what you want . A 5 pin cobra is totally different than a 5 pin realistic.
The astatic diagram "may" still be pasted on the base of your microphone inside. If not, here is a link to an image of what it should look like. http://www.qsl.net/wa2mzf/d104-a.jpg Not knowing which Realistic base you have, I suggest the Radio Shack Website to download a copy of the model number as they have support for almost everything they sold. Their manuals always had circuit diagrams. Unles they changed their policies, they should have something. http://www.radioshack.com/search/manualResults.jsp?kw=product+support
The only reason I give the link is because the Realistic CBs were made by a number of companies. If you have the old microphone for the base you can open that up and find the comparable connections to the sheet, .
