Use any good quality low pressure fuel pump (5-7 PSI) that is of good quality. Use a relay to activate the pump. You can buy the pumps cheap from www.summitracing.com

How do you find the correct number of teeth on the starter motor gear to match your fly wheel on the outboard motor?

I'm not entirely familiar with that model off the top of my head. However, the flywheel for that model seems to be 0583001 which is a 74 tooth. With that said, I make no promise but https://www.marineengine.com/parts/johnson-evinrude-parts.php?year=1988&hp=20&model=E20CRCCA&manufacturer=Evinrude§ion=Electric+Starter+%26amp%3B+Solenoid matches that flywheel. Hope that helps some, maybe guides you in the right direction.

Sorry that link didn't go through as I had planned.
The starter drive assembly for the 74 tooth is 321648 — DRIVE ASSY., 11 TOOTH. USE ONLY WITH FLYWHEEL P/N 583001 (74 TOOTH). The starter shows to be 5376 - Outboard Starter, Johnson Evinrude, 18-40HP

1996 Evinrude 140hp started but ran only for about 10mins.

try removing the feed pipe off the fuel pump to the carbs and start the engine , put a pipe on the pump into a container and see if its pumping ! ?

Evinrude 120 vro outboard floods easily on startup , could spark plugs be wrong type

No,check vro fuel pump diaphragm.if primer bulb doesn't get hard when priming is a sign of needle and seat not sealing or a hole in fuel pump diaphragm.
