Check Tel Line means that the phone is not getting a dial tone. Unless you connect the KX-TGD560 base to a RJ-11 phone cord going to a RJ-11 jack with a working telephone service, this message will continue.
I've never used the cell phone link without having a land line connection. The Link-to-cell option for using the handset on Cell 1 (or Cell 2) may still work. You need to have a compatible cell phone close to the base. The phone needs to be positioned where it gets good signal strength. Test this yourself.

I am not familiar with this model but from a quick search I can see it is a PBX phone it's typically not a good idea to use a pbx phone on a regular analogue line. With that said some older analogue pbx phones can work if they support it and are correctly configured. however i cant stress this enough, it is impossible with newer digital ( IP ) PBX phones as they cannot connect to traditional analogue phone lines instead connecting to ethernet data lines.

The KX-T7630 is a proprietary digital phone that will only work on panasonic phone systems. You need an analog phone if you are going to connect it directly to an outside telephone line.
You might consider rephrasing your question to include a bit more information and why you want to make the phone work. Panasonic makes some single line sets that will do just about what a system phone does and they're free standing.
Sorry, no, you can not. This is a Panasonic proprietary phone which means that it will only work correctly if connected to a Panasonic telephone system.
