f you're locked out of your computer, you can use a program such as OphCrack to recover passwords for local accounts. The LiveCD is incredibly easy to use, just boot from it and it does everything automatically.

SOURCE: how to restore dell latitude E6510 to factory settings

Restoring A Dell computer/laptop back to the Factory setup
If you do not have a RECOVERY CD then contact Dell to purchase this Recovery CD for your model Dell laptop. Boot up using the Recovery CD and follow the instructions.
The other way is to re- install Windows using a Windows installation CD; it must match the Windows version on the Windows Product Code label on the bottom of your laptop. Boot up using the Windows installation CD and follow the instructions. Next install all of the Dell's computer/laptop device drives. Next install the Windows service packs (SP2 & SP3 for XP, SP1 & SP2 for Vista) Next Activate Windows via the Internet or by phone. Next install your programs - Microsoft Office etc. Next click on Start - Programs - Windows Update (for the latest updates).
The device drivers for your model computer/laptop can be downloaded from the Dell WEB support site. To download the drivers from Dell WEB site, select your model desktop or laptop, or a better option, type in the Service Tag number, this is printed on the label on the bottom of the laptop and on the back or sides of a desktop. (If the Service Tag label is missing then go the BIOS setting and on one of the BIOS pages, the Service Tag number will be displayed). The Service Tag will open the page where the drivers specific for your model computer/laptop are located. Also make sure you select the Windows XP or Vista version of the drivers for your Windows operating system. Click on this link to download the drivers: - http://support.dell.com/support/downloads/index.aspx?c=us&l=en&s=gen

Can't find location of BIOS chip on a latitude e6510 laptop

Hello,

Removing the battery on this model will not clear the BIOS password as you have found. The password is stored in flash memory. Her is a link to a site that can generate a unlock code for your system from the number string displayed on the password screen.
