When trying to operate the 5100 (either pulse or normal) the motor spins slowly and produce very low spinning power. Unusual sound is produced. The spindle spins freely by hand and the inside does not smell burned. Could it be a capacitor?

The capacitor is just for galvanic separation, it doesn't let the electric "parasites" to induce into the power network. So, it might be an interrupted section of the motor's coil.
Hi. Replaced the capacitor. Put in a 40uf one that I bought at a local air-condition store and it works fine. The capacitor here is not for filtering the AC power but for creating a second phase to the motor through phase delay. That way a one phase AC motor can rotate.
