You can't!
Unfortunately this program is not supported on Microsoft's new operating system Windows 10 as it requires .Net Framework 1.1. There are currently no updates available as Microsoft is no longer supporting .Net Framework 1.1.
So if it says anywhere in the instructions "requires Net Framework 1.1" then it won't run. It was compatible with Windows 7.
Steps to get printmaster 17 working on
windows Aug 2019 W10 v4 "1903"1 change compatability mode to win7
2 go to add remove programs (programs and features)
click left of screen turn windows features on or off.
3 add all the dot net framework 3.5 and 4.8 options (make sure you clip + to expand all options)
4 run printmaster install cd and select repair when prompted.
Done

Contacted Fixya's Support Team (Premium Service). Their proposed solution: be sure to install (copy) the other ClickArt CD art files into the same Art Gallery file folder as PM Plat 17. Have not tried it yet, but makes sense that it would work. Thanks for your help - Fixya later!!

yes. You can. If your printer manufacturer provides the driver. So goto the web site of your printer manufacturer and specify your printer model and select operating system as Windows 7. If the driver is available, there you go. :)

The Windows® Vista Program Compatibility Wizard can allow older programs that were not designed for use with Windows® Vista to run on Windows® Vista.
The Program Compatibility Wizard prompts you to test the program in different modes (environments) and with various settings. For example, if the program was originally designed to run on Windows® XP, set the compatibility mode to Windows® XP and try running the program again. If successful, the program will start in that mode each time. NOTE: These display settings are not available options in Windows® Vista. They are only available when running a program in Program Compatibility Mode. If all options remain unchecked, then the current Colors and Screen Resolution settings will not be altered.
By default, Windows® Vista uses visual themes that may change the appearance or behavior of other programs, especially those games or educational programs that include intensive graphics and animation. To prevent the visual themes from affecting these programs, check Disable Visual Themes.
NOTE: If the settings are not correct, click the Back button to return to the previous screen (or screens) and make the necessary changes.
NOTE: After the program is closed, a window with the question "Did the program work correctly?" will appear. The "Yes. Set this program to always use these compatibility settings" will be selected.
NOTE: If the program did not function correctly, click "No, try different compatibility settings" and complete the Wizard. After completing the wizard, try the program again.

Not compatible or not working well with windows 7?
Maybe, It doesn't work because the driver/application you installed is
for other versions of operating system. I am also using windows 7 like
you so don't you worry, You can still use your old installer/driver from
other versions of operating systems. Just remember that before
installing any program in a windows 7 Operating System Computer, Use
"troubleshoot compatibility". Right Click the Icon of your program
installer/application first, then choose "troubleshoot compatibility". This will
allow you to choose on what type operating system your program will run.
