Sometime this will happen when the Dell machine is stuck in sleep mode. Press and hold to power button for about 10 seconds. You should see the fan spin just a little this tells you that sleep mode is off. now try starting the computer like normal.
I have a strong suspicion that you have burned a capacitor or two on the monitor. You will need to bring this in to have it serviced as it will require the monitor to be opened up and new capacitors replaced/resoldered.
The dialog box you are seeing means that the monitor is not receiving a signal from the computer.
check your cable going from the monitor to the computer. if the cable seems ok, hold the power button on your towerr until it turns off, then wait 5 seconds and push the computer power button again.

Check the capacitors on your monitors circuit board. If they have opened up at the top, they are fried. Buy new ones, make sure nothing has leaked from the old ones, and replace them.
the resolution set by default when you load your graphics driver is outside the range of your monitors capability.
try starting in safe mode then adjust your resolution to 640 by 480 then restart.
if this works, adjust upwards to 1024 by 768
then up again till the screen blanks.
when it does, dont panic, wait 20 seconds and the settings will restore - you then have the optimum settings for your monitor.
