On board computer says(ac cut off due to high temp) we start the car and no ac is even on
Engine fan runs at high speed as soon as the car is started, the little window says ac off due to high engine temp. how ever temp gauge needle points to cold

The fan should work off of the water temp. The fan will come on and off to keep the constant temp on the cooling water. If equipped with a second fan it is probably for the AC and will run when the A/C is on. If you think the fan should be on. Then If you know where the fan relay is check to see if it is hot, if real hot the relay may be going bad. Hope you know this when you turn the car off the fan can still come on if the water temp is to high. My thought fan going bad, temp sensor or relay may be the problem.. If you can touch the fan motor metal housing and it is real hot the fan man be going bad, remember the blades can start at any time.

there is a radiator fan between the engine and the radiator that will not start until the coolant temperature reaches a set temp at which point the ECM switches that fan on
if that fan is not working when the engine is hot , check for fan, coolant temperature sensor switch , fan relay, fuses or problem ECM
Make sure ac compressor clutch is not engaged even though ac switch is off. If clutch is turning compressor on due to stuck relay etc, ecm will turn on fan due to signal from pressure switch. You may need a scan tool to view scan data and determine source of fan issue
It could be more than one problem. The cooling fan could be running because the temp sensor is sending the wrong signal to the computer. The ac compressor or clutch could be bad causing a heavy load on the belt and the engine. I would unplug the compressor clutch and see if the engine still bogs down with the ac engaged.
THE FAN HAS A SEPERATE RELAY FOR A/C THAN ENGINE TEMP. YOU COULD HAVE A RELAY PROBLEM OR A COOLANT TEMP. SENSOR PROBLEM, OR POSSIBLY EVEN A THERMOSTAT PROBLEM. THE BEST THING TO DO IS HAVE A TECH. CHECK THE VEHICLE WITH A SCANNER TO SEE WHAT THE COMPUTER IN THE CAR IS ACTUALLY SEEING TO SEE IF THE RELAY SHOULD BE COMING ON OR IF IT IS ACTUALLT COMING ON AND THE FAN IS NOT RESPONDING.
do you mean high engine speed or fan speed. if fan speed is slow then motor in the fan is getting bad. if your talking about running engine, then could be nothing because the sensor tell it not to..like running down the road it cools the car down and engine temp drops slightly enough to cut sensor off.
160 is not high-thats below warmup temp--the fan sensor has issues etc Vehicle is not gettin to operation temp so hav it diagnosed for free at a parts place-fan motor may be goin bad
