How do I enter and retrieve my contacts information ?

Just add it again, there is really nothing to it, just like the first time.
Got to settings> Mail, Accounts, Calendars>Add Account and input the information needed to activate the same hotmail that you had before. Make sure to have the username and password.

There's a little wiggle room there, depending on which version of the OS is on the iPad. You'll go into Settings, then down to Mail,Contacts, Calendars. There'll be (?) a list of Accounts, or, if this is initial set-up, just an option to Add Account. You'll then be prompted for account type, something like iCloud / Exchange / Google / Yahoo / AOL / Outlook / Other. You'll then provide particulars on your account name and password, possibly other things if it's work e-mail that you may need to get from IT. That should do it (well, that and a working internet connection).

Do you have backups on iTunes or iCloud? If not, you may need a professional iPhone contact recovery program on your computer.
How to Recover Deleted or Lost Contacts from iPad

I'm presuming that your mailing list is the Contacts list on your iPad. If you have a Mac, or an iPhone (or other iOS devices), you can choose to sync all of them through iCloud. If you want instructions for that, please ask a separate question.

If you can see your mailing list in your Contacts app on your iPad, simply touch the + icon in the upper right corner of the screen to bring up an empty contact card. When you are finished, touch "done"; you can add another by repeating the same actions, or do something else.

1. Tap Settings
2. Go down to Mail, Contacts, Calender
3. Tap add account
4. Select your email provider. If you don't see your email provider listed, tap Other > Add Mail Account.
5. Provide the required information to finish adding your account.
If you use a common email provider, your device will load your email settings automatically.

On your kindle there is an app that reads "contacts". Look for it on your cloud screen in the kindle. If its not there go to amazon and download the app for contacts.

if you have had to do a reset then all information will usually be wiped. Not sure what you can do to retrieve and contacts that were stored locally.

to help in the future you can download some backup programs which will allow you to backup to SD card or computer. Also if you make sure your contacts are stored to your google account you should be able to retrieve those next time you have to reset. You will also find all your apps in the play store ( My Apps ) and you can choose which ones to install again.

You can open yahoo mail in your iPad's web browser and add it manually as a contact. Or you can email the contact from your iPad to your yahoo email account and copy and paste it into your Yahoo contacts.

Using your contacts create a "Group" then add members to the "Group". When you send from the "Group" you will no longer see the individual email addresses.
