My steamer Black and Decker don't heat. Red light come on and list of menu is shown. How can I fix it.

Yes... just replace the thermal cutoff located under all cookers. It looks like a resister crimped onto one of the wires. Electronic suppliers sell them. Get 185 degrees celcius if you cannot locate the ratings on it.

All coffe makers have a thermal cutoff fuse located on the bottom heating plate. It is usually in series with one of the leads to the actual heater. This should read "short" with an ohm meter. If it is "open" it needs replacement. They are rated in Degrees celsius, and are sometimes difficult to find. Black and Decker may be able to send you one.
