Carb float is stuck or maybe has lost its buoyancy and the fuel flow is not being stopped when carb is full. Hence, the overflow.

If possible, pull the gas line off the carburetor/injector and see if you're getting fuel flow.
Different application, I know, but i once changed the fuel pump on one of my cars with a brand new, less expensive (inferior) model.
It didn't produce enough pressure to run the engine and had ti be replaced with a (much) more expensive pump.
