The problem may be in the DC jack in the laptop, sometimes solder touch up or DC jack replacement is required. the computer will need to be dismantled down to the motherboard level to address this.

Try this: log off then turn off lap top, insert the USB devise into the USB port, power / turn on and log in it should show to recognize new hardware and work.

With the computer lid closed on the front of the computer on left side there should be a tiny switch that you can turn to the left or right. When it is on a light will illuminate.
