How a plasma set works is the pixels are charged as directed by the driver boards and discharged to turn them off, it sounds like some pixels are not being discharged and turned off, it's more complex than this but this is a simple way to describe it. If your voltages are out of tolerance this will make the pixels stay on, start by testing the various voltages, these will be marked what they should be and the test points to test them, be very careful doing this some are fairly high

That is the sustain and buffer boards. Try to find a repair shop to repair on the component/board level because the cost of new boards out weighs the replacement cost.
