Ec5: Overloaded or insufficient water.
1. Your load of clothes is too large. Wash smaller loads.
2. If the water inlet valve is defective, the wash may fill slowly or not fill at all. The water inlet valve requires sufficient water pressure to function properly. First, check the water pressure to determine that it is adequate. If the water pressure is adequate, see #1. try cleaning the screens inside the water inlet valve hose connection ports. If the washer still fills slowly, replace the water inlet valve.

Toshiba top load washers have standard error codes. Depending on the display (2 or 3 digits depending on the model) it will either show E21 (or E23) or alternate E2 and -1 (or E2 and -3). Here's a list of most Toshiba washers error codes;

E1: Water doesn't drain in time or not at all
E21: Lid open
E23: Lid not locking
E31: Load imbalance
E32: Check E1 and/or E31
E5: No water coming in

This is an error code that something is wrong with the water pressure. Possibly a water filter is plugged up, water pressure coming into the machine may be too low. Or maybe, if you have moved the machine you may have kinked the inlet hose to the machine.
