i suspect that it is a water drain tube to remove water from the bowl of the carby

First thing is Honda makes the engine not the washer it self or the carb .
But if I understand you correctly this tube is directly under the main jet on the bottom of the float bowl .Or is it a vent tube coming out the side .
If its on the bottom its a drain to clean the main jet and the bottom of the float bowl.
This is the biggest problem people have with small engines they don't use the machine all the time but never drain the fuel or tread it the gas goes bad and the bowl fills with sediment and the thing won't start
Their will be a screw at the bottom of the float bowl remove the bowl and clean it .Then turn the gas shut off on and let the tank drain catching it of course in a container .
Honda engines start first pull if the plug and the gas are good also change the engine oil it has a switch if the oil is low or its not on level ground it won;t start either

no look to see if the clamp it on good it may have a pin hole in it best thing to do is relace it any auto store will have it...Good Luck

Honda GC160/ 5hp will not start

Two things here, Pull the line on the fuel tank off replace the in line fuel filter and replace the gas pump bulb if it is bad it will not allow the gas to stay in the carburetor. Also pull plug and see if it has good compression by putting you finger on top of it and move the flywheel till you get compression. Also the governor may be sticking it's connected to the carburetor and the arm that goes inside the engine. But the filter first.

The tubing from the gasoline is not connected

Devilbliss / Excell pressure washers in this model number range use a Honda GC160 engine. Information on this engine can be found here:

This web site also has information about the pump and related parts just look for your model number. I find that pressure washer manuals have very little information about the engine. Small engine / mower repair shops in your area will be happy to give you free information about the where the fuel line attaches. Your engine has a black plastic fuel pump with hoses going to tank and carb. This fuel pump is powered by engine crank/vacuum purssure so there is a third hose from the fuel pump connected to the engine block.
